1. Approval and review of minutes
Minutes of the February 26th meeting were approved as written.
2. Bylaw change proposal
As discussed last month, the membership language used in our bylaws
indicates “a community member” instead of specifically
“parent/guardian.” According to Sharon Hallberg, this language is a
state requirement. We will not consider changing this wording. Gail
Cooluris pointed out that the Brown Act makes Article 5, Section 8, A-2
illegal regarding privacy in meetings. We also do not have a provision
in the bylaws saying we have public notice of our meetings and a
pre-posted agenda. Gail and Tom will look into editing the bylaws and
bring a further proposal at the next meeting.
3. Library presentation by Sharon Hallberg regarding
proposals B and 1
Sharon had a binder with listings of all the materials bought by the
library last year with money from SIP and from the state funding of $25
per pupil. The state funding was cut last year to $1.48 per student.
SIP also had reductions last year and did not give the library 10% of
the grant money we had. Books have greatly increased in cost; the
library is also buying more DVDs. Reference books cost $150 per volume
on the average. The newsbank TCR database has full texts of newspapers
and scientific information and is aligned to state standards, which
means it follows the particular curriculum approved by the state in
various subject areas. Primary source material is included. This costs
$9000 per year and can be accessed at home. The SIP money also helps
fund card catalog access for book search at home (or anywhere) online.
This year Sharon requests the full 10% of the SIP grant for materials
and subscriptions and $6,400 for additional equipment for student work
stations.
4. Proposal approval process: 2004-05
allocation
Here is a history/summary of the funds currently available: $60,000

We will retain a 3% baseline, or approximately $2000 for over-runs and repairs.
Total for proposals 1-27 is $41,639.
- A. Administration proposal for teacher training and conferences.
10-15% of total grant. Deferred till April.
- B. Library request for 10% of total grant. Deferred till
April.
- C. To fund part of the salary for an assistant principal: $15,000.
The district will be giving less as the new tech high school takes a
percentage (smaller student body). Approved.
- D. Technology request. Schoolwide tech needs, a percentage set
aside and determined by the technology committee. Deferred till
April.

- 2. English $1,555. Turnitin software renewal. Approved for full amount.
- 3. English $2000. Readers. $1500 Approved for full amount.
- 4. Jazz club $2,250. Jazz coach. Not approved.

- 6. Social Studies $357 ELL materials. Approved for full amount.

- 8. Drama $5,129. Light board and scripts. Scripts funded for $1500. Light board decision deferred till April. Approved partially for $1500.

The remainder of these requests, listed below or as noted above, will be considered at the next meeting. So far we have allocated $24,336.

There was no further business. The meeting was adjourned at 5:00 p.m.
