  1. Approval and review of minutes.
The minutes of the January 27,2005, meeting were approved as written.

  2. Librarian's report by Sharon Hallberg.
State funding for libraries has changed. Twenty-six categorical programs have been consolidated into six block grants. The School and Library Improvement Block Grant was created from SIP and the funding from the California Public School Library Act of 1998.

Site councils, with others at the school, have the power to apportion the block grant according to a worksheet from the California School Library Association and other materials which Sharon is studying. A five-year plan is part of the process. Options include funding on a per student basis, a project estimate basis, as a lump sum. It is still new information, though due in June. The plan must show support for student achievement, preferred to be on a district basis. It is unclear as yet whether planning is now for the 2005-06 year or the 2006-07 year.

This information is from the state library association: nothing has yet come from the district.

  3. Informational items.
Memorandum of Understanding between DJUSD and Covell Village Partners. Sarah passed around the entire packet for those interested in reading more.

District Comprehensive Technology Plan. This plan is open for comment.

Security cameras: Mike Cawley discussed a plan for 10 motion-activated cameras to be placed at campus entrances. Last year approximately $30,000 in vandalism damage was incurred. They would be installed this summer. The council voted to endorse this idea.

  4. 2005-06 Allocation Process.
We have approximately $50,000 after Sarah's coordinator salary. The requests total almost $129,000. We cannot supplant funding nor can we fund consumables nor field trips. We keep a contingency fund as well as a small fund to repair equipment we have purchased (LCD bulbs, for example).
